The screen works on phone numbers, so start by putting every number you plan to dial into one file. Reduce each US number to the ten digits of the North American Numbering Plan, and set aside anything that doesn't fit. Then remove any number that matches one of two lists: National Do Not Call Registry data you downloaded within the last 31 days, and your own record of people who asked you to stop. What remains is the dial file, and in this workflow it's the only file the dialer receives. This is a conservative workflow by choice. The federal registry rules cover calls that solicit a purchase, and they don't name a call that only offers to buy a house. Screening every campaign the same way means a change to the script doesn't change the process.
